At one firm that I clerked for, the paralegal interviewed clients, drafted complaints, propounded discovery, etc. However, the legal secretaries "formatted" the pleadings to comply with local court rules. Further, they were expected to type at a considerably higher speed as they handled much of the firms general correspondence and accounting tasks.
It really depends on the firm and the distinction that it draws, if any.
