Post: Independent Music Broadcast Rights

If I want to broadcast songs from independent artists or independent labels,
do I have to arrange that with them individually or would they still be handled
through ASCAP, BMI, SESAC, or Harry Fox Agency?
By broadcast I'm referring to a webcast or internet radio station setup,
primarily with artists who aren't "signed" with anyone or are with independent
label that doesn't deal with the above mentioned authorities.
