    One point of clarification -- big companies like GE have
    been outsourcing patent work in India for a while. However,
    they have large in house patent capabilities to monitor the
    patents written in India. So it may not be new to them.
    What is new is that small companies with no patent expertise
    in house are starting to do this. Are these companies
    getting quality service being that many do not really
    understand what patent quality means in terms of claims,
    written description, enablement, best mode, etc. Thoughts?
