Yes, it is copyright infringement (see 17 USC 106), but the
question is whether the infringement excused by fair use (17
USC 107). There has been a lot of case law on the matter, a
lot of law review articles, etc. Like with many things in the
law, there is no clear cut answer. One jurisdiction may have
a different view from another.
