    What can you do? hmmm let me see:

    Apply for Low income help from the Electric Co and or the
    Water Department? (explain your situation to WD and Electric
    Co., and they will also have some sugestions or maybe have
    monetary help for you, a few States do help for low income
    families)

    Take your next door neighbors to Small Claims and sue them
    or the Landlord?

    But if you win at Small claims, who is going to collect the
    $ from them? winning in Court doesn't mean the defendant is
    going to pay you, a few do, and the majority don't

    Make sure you read the Lease/Contract/month to month tenancy
    very careful
