Post: Breaking a Lease in CA

We recently moved in to a home in CA. Prior to even moving in the landlords agreed in the lease to do general cleaning, touch up painting, and backyard clean-up; none of which was done. Within the first few days of moving in there were several other issues that came up. The property managers have not been able to get ahold of the owners to get approval to make some of the repairs. At some point the home must have been infested with mice b/c every cupboard I open to clean is covered in mouse droppings. They did send an exterminator out, and she sprayed some exanding foam where she thought the mice might be coming in through the foundation. However, the side of the home is covered in mouse droppings, as well of the ones in the kitchen. My questions are 1) Since the conditions of the lease weren't met (and still haven't been met 2 weeks later) prior to our moving in, aren't the landlords in breech of contract? 2)Do we have the right to move out under CA Civil Code 1442 based on the landlords violation of Civil Code 1441.1 and Health and Safety Code 17920.3? I just want my family to live in a clean safe environment.
