    A Landlord in California can charge First, Last and Security,
    OR...they charge First and a Security Deposit of two months
    rent. They can't ask more than the 3 months worth or rent as
    a move in.

    Of course, a landlord can ask for less if they want or if the
    market forces them to, they just can't ask for more.
