Post: Utility bill question

    We moved into a building with only one meter for gas &
    electricity. There are two units in this building.
    Because it's impossible to tell who is using how much
    energy, our landlord gave us a fixed flat rate for the
    energy used. On the lease agreement, this rate is
    described as follows:

    "...an amount of $150 is assessed..."

    Now he wants to increase that amount by $100. Is he
    entitled to do this? Our research shows that "assessing"
    an amount is tantamount to fixing it.

    Any help is appreciated.
