call the city or county enforcement office asap and file a
complaint asap it isw against the law to not provide heat or
utilities and it is appropiate to whithold the rent until it
fixes the furnace or alternative is for her to call the repair
man have it fixed and pay the bill and withhold the rent
because she paid to have it fixed
