    If your rental contract has clauses in it requiring you to pay
    the utilities, then technically, yes you're responsible for
    utilities if you break the rental contract.
    However, in most states the landlord is ultimately responsible
    for the water bill. So even though he could technically take
    you to court over them, it probably wouldn't be cost effective
    for him.
    Also, you may be able to negotiate something with your
    landlord, that if you agree to pay the rental amount for the
    next 2 months up front when you leave, they don't hold you to
    the utilities.
    Alternatively, keep in mind that no one will be using the
    water, so you should only get charged for the minimum amount.
