Post: Left behind property

Non-Resiedent-private party (A) agreed to sell Resident (B)
a washing machine for $70. (B) has only paid (A) $20 of the
$70. (B) is no longer living at the apartment (evicted). The
19 day wait period for allowing (B) to retrieve property
left behind has expired. (A) is looking to claim the washing
machine. I am the Property Manager. My question is can I
keep the washer or does (A) still technically own it?
