    The party with the lease MUST read the terms of his contract.
    Typically, leases wll provide that if the property owner
    sells the property, the landlord must give X days' notice to
    vacate.

    If there are NO provisions in the lease that deal with a sale
    of the property by the owner, and while laws on this vary from
    state to state, the lease is enforceable against the new owner
    as a breach of contract.

    Again, the terms of the lease control. Your neighbor MUST
    find and read his lease very carefully. Look for a section
    that discusses termination of the lease by either contracting
    party.
