    I found the answer to my own question. Under California Civil
    Code Section 1950.5 (b), the last month's rent deposited at
    the beginning of the tenancy is considered to be part of the
    security deposit. The landlord can therefore ask and collect
    the current rate for the last month's rent. Depending on
    local ordinances, you can or cannot increase your security
    deposit during a tenancy.
