Post: change job series while absent from job while at another job

Manager changes my job series, and title. I was hired as
Budget Analyst now it will be only Budget Technician. I
am 100%ER AT afge lOCAL AND I am working there now but my
office duty still have been the same. The Agency changed
my series and then sent me notification on the same day of
the change? I demanded to bargain and they said that I
hav no rights. Is there a law that will assist me in this
situation?
