I filed a complaint with CT DPH against my mother's surgeon
(have studied her medical records for years). I want to revi
ew records compiled to date. DPH says medical records are pr
otected under HIPPA and me reviewing would 'constitute invas
ion of personal privacy', even though I am the complainant.
Can the executor sign a HIPPA agreement giving me authorizat
ion to review records? Mom passed away in August. Any advic
e greatly appreciated
