Post: Discriminatory enforcement of the law

If police in California intentionally arrest a citizen of the State for a murder of someone that they know isn't dead,yet they don't arrest other similarly situated California citizens for a murder of a person who's not dead,would that be considered a discriminatory enforcement of the law?
