Can an agency retroactively execute an order when the thing
to be executed/action to be taken was ordered to have been
done/executed four weeks prior to the current date and
decision/threat?
eg. order to evict a tenant on Mar 31 - which wasn't done -
now on Apr 30
(This is a convoluted case of a tenant insisting on rights
respected and due process taken by a historically well-
known terrible landlord who flagrantly disrespects tenants,
eg. denies them appeals, neglects maintenance and repairs,
consistently corresponds with threatening, punitive tone.)
