I would forward the bill to your State Attorney General's office with a brief note regarding the scam. I'd send a copy of everything to the scammer with a note explaining that you intend to follow the AG's advice as far as paying them and that they shouldn't plan to hear from you until you get word from the AG as to how to proceed.
