Post: VA: Unjust Pet Fine?

A friend of mine lives in an apartment complex (several 3-story buildings) with her son. Someone reported to the management that her son was walking the dog and failed to pick up after the dog once. There is a fine of $100 for the first offense, $250 for the next, and expulsion of the dog from the premises for the third. The thing is, her son denies that he ever did that, and the management offers no proof of any kind other than that one report, which includes no proof apparently, and yet they are intending to fine her. It seems to me that no matter their policy of the fines they should not be able to impose a "guilty without proof" policy. Question: does she have some legal recourse? What would be the variables involved in determining that? Thanks very much Alan
