    I don't know about TN, but in my state, you do not have to
    disclose your SSN. So far SCOTUS has ruled that you do have to
    give your name if you're suspsected of wrongdoing but they
    haven't gone that far. He was most likely lying to you; cops are
    allowed to lie. To be sure, it wouldn't cost you much to call
    up a criminal defense attorney, make an appointment and ask the
    expert.
