So far SCOTUS has ruled that you do have to give your name if you're suspsected of wrongdoing but they haven't gone that far. He was most likely lying to you; cops are allowed to lie. To be sure, it wouldn't cost you much to call up a criminal defense attorney, make an appointment and ask the expert.
