    Hire an attorney in the state in the county where your
    mother's home is. He or she will petition the court to
    appoint you as personal representative.

    The attorney could allow his or her payment for their
    services to be paid out of the proceeds from the estate
    after all debt obligations are paid.
    You will discuss all this with the attorney of your choice.
    You might ask around for good references on a good attorney
    who will know how to proceed with your siblings
