Post: Best iterest hearing

We are in process of adopting 2 children that were freed for adoption, the rights of the mother were terminated and the father singed off his rights . We have singed an adoption agreement with Dept. of Social Services then the mother apealed the termination of rights decision and lost . The bio grandparents on the fathers side filed a petition to adopt. Now we are faced with the court deciding that a best interest hearing is needed . I can't find anything regarding decisions based on this . Why would the grandparents petition be herd when all bio rights were terminated. The grandparents have not seen or made any attempt to make contact with the children in over three years. Does anyone have any information that may help?
