You may have an argument if you could show that the officers actions were motivated by your neighbors connections with law enforcement, and did not stem from a true perception of danger and or illegal activity. The problem you face is that you are likely not damaged to an extent that would warrant more than a nominal award. This is one you simply let go and chalk up to life's experiences.
