Hey Guy! You forgot to add up the rest of the numbers. 12.8 % is just deaths from doctors, PAs, and Nurses. You forgot that the total numbers in the article you linked equate to a 70 to 80 percent incidence rate of malpractice from all (as you said) civilian medical personnel.
