Post: Misdemeanor charge

My question is that I was charged with a misdemeanor crime
in October 2005. I am just getting a letter to appear in
court for my arraignment now in 2007. I have had no
initial appearance either. Can the state take so long in a
situation like this or have my rights been violated.
