Post: Possible Mail Tampering

Here's the fact pattern: A sealed letter (sent through the
U.S. Postal Service) arrived at a business office. The
letter has the name of the former director of the business
and has the business' address. The secretary at the
business office consulted with the new director and was
instructed to open the letter.
Now, the former director wants to sue the secretary and the
new director for tampering with this letter.
I am aware of 18 U.S.C. section 1702 - would this type of
matter be a violation of that statute; or is there any law
that provides that once mail arrives at a person's former
employer's office - it's the employer's mail to open?
