I have the same problem. My two small dogs live indoors, and are
only outdoors for brief periods during the day. Last year, when
this started up, I spent $4,000 building a 6-foot wooden privacy
fence, and a year later, I'm still getting harassed with formal
complaints about my dogs' barking.
Animal Control said they were familiar with this syndrome, even
one of their own employees has the same problem as me, indoor
dogs, big fence, bogus complaints, nasty neighbor.
Yet they are too lazy to lift a finger to filter out bogus dog
barking complaints, instead they make it YOUR problem.
The county told me, my only recourse is suing for harassment, and
that is only AFTER I win against them in court on the barking
charges.
So I have had to hire an attorney, go to court, assemble
witnesses, take pictures, and collect evidence. I keep a
spreadsheet log of each time my dogs walk outdoors, how many
minutes they are out, and how many times they bark.
I'm outraged that I pay thousands each year to the county in
property taxes, and yet they won't do anything to help me. I'm
have to pay to shoulder the burden of countering harassment on my
own.
