    I don't know what state your in,
    but yes mail tampering is illegal.
    And in some states it used to be,
    and maybe still is, all old plate
    must be returnd to the DMV. That
    might make you reponsable to the
    DMV. Some people have had their
    divers licenses revoked for not
    returning old tags. So if she
    threw aay new tags i would report
    her to the police, the DMV, and
    the attorney general of your
    state. To cover your butt.
