Don't worry about mail tampering. This is conversion (theft!) Call the police and report the crime. This is also Bank Fraud. Under mail tampering it came to their address and it could be a "reasonable mistake" to open your mail. But under fraud and conversion there is a huge liability. Also the Bank is liab for not positively identifying the signor. The Bank is under a duty to ensure the signor is the real person. They are liable for receiving a stolen check. Res ispa Loquitur.
