    Post: neighbor harrasment

Posted by Lyndsay W. on 2/03/07

I live in a Condo complex. For the past 10 years, I have
had a good relationship with my next door neighbor. This
all changed this past October-when apparently the husband
is angry at me for some reason. Passing by him to pick up
my mail, I was always polite to him, but he would snarl at
    me.
His anger has manifested into an interesting behavior.
After he comes back from his morning walks, he leaves a
balled up piece of trash in front of my garage. Sometimes
it is a piece of crumpled paper, other times it is an empty
    cup, napkins, etc.
How do I know it is him? He thinks he is being sneaky, but
I can see him through my garage vents-and the view is clear-
-I can see out, no one can see in.
Recently, he was chatting with another neighbor of ours,
and I was in the garage observing--and they walked toward
our condos. I had earlier taken his recent balled up wad of
paper-and scooted it into the common area for the gardeners.
He started yelling about the trash, and how I always put it
in the common area--he then proceeded to scoot the trash
back to the original position he always puts it-in the
center of my garage door area.
Then-he proceeded to yell-with the neighbor present-how he
hates his neighbor-he hates her-he hates her-he hates her.
Now, I have done no harm to his person, or his property, I
have tolerated the childish antics on his behalf-but this
latest twist borders on threatening behavior.
So---this is what I have-littering, harrasment, and now
    borderline threats.
In December I notified the HOA of his actions, as well as
the management company--they are waiting for me for them to
    proceed with any action.
Thoughts and/or ideas would be appreciated.
