Problem is, if he will not willingly adjust the angle of the
camera, he is within hos legal right. If he can see through a
window where someone on the ground can't, that's different.

I'd politely ask him to move it while not sounding too freaked
out. Otherwise he may be a major creaper and not move it because
he knows it really bothers you.
