Post: Mail not getting to children

When I ask my step children whether they received letters,cards, post cards and packages sent to them by their father, their cousins, their grandparents, myself and other family members they always say "no." Some of the mail has been cards with checks in them or packages with gifts. The checks are always cashed by my husband's ex- wife, but the children never receive the cards or the money. The children are minors,and I can understand that their mother might want to make sure they aren't getting anything threatning-- but isn't it illegal for their mother to steal their legitimate mail? It is important to my husband, the children's father, that we stay in regular touch with the children so not sending things is not an option. I keep copies of everything my husband and I send. Thank you for your advice.
