A friend of mine mailed me a package that contained some
gifts as well as a cash gift. She did not label the
package correctly and it was returned to her and her
roommate opened the package and took the money saying she
needed it for something but would pay her back. The
package was not address to her and did not contain her
name on the return label. Is this illegal???
