First--you should consult a local attorney. This chat board is

I can tell you what I would do but it is not intended to be
legal advice.
(1) Notify the appropriate authority at your school.
(2) Remove the device and turn it over to the school authority.
(2) Gather any proof you can regarding who is doing the
monitoring.
(3) Depending on who is doing the monitoring, you might want to
speak to them and ask that they stop.
(4) If all else fails, ask your school to cooperate in filing a
state and/or federal criminal complaint.
It may just be a prank by a student or fellow teacher with a
poor sense of humor. No need to make a federal case out of it
if you don't need to.
We had a professor at our school a couple of years ago who was
terminally ill from cancer. She worked right up to the end. She
was a computer genius. About a week after she passed, some of
her friend's faculty computers started printing out cryptic
messages from the deceased professor. She had apparently
slipped a harmless Trojan virus into the faculty network that
sent a "message from the grave." Some professors have a very
unusual sense of humor.
