Post: Opening another persons mail

I have a question about mail tampering. I have a roommate who we suspect is throwing away are mail and also opening it. We caught her the other day opening a bill that wasn't addressed to her. We all split the bills, but each bill is under someones name. For instance, I have the water bill and it is clearly addressed to me and only me. Is it illegal for her to open it? I was just wondering because it is addressed to me and if the bill isn't paid or is late only I get in trouble for not paying or for it being late since it is in my name. That has been the only time we caught her and I've been missing other pieces of mail that have been sent to me. I plan on filing a complaint but I was just curious if that was illegal. Thanks, Amy
