"Recourse" or solution?
I know how difficult it is for postal personnel to catch all
forwarded mail before it gets put in the old box. This is
especially true if there is more than one mail person on the
rout.
Nevertheless, the PO is supposed to forward mail after
having been given notice on the official form available at
the local PO.
I might offer the suggestion that you notify the local PO
that you have a difficult situation where mail that the PO
inadvertently fails to forward is being mishandled by the
resident at the old address. Ask if they could give special
attention to making sure that mail is forwarded as requested
without being dropped off at the old address first.
Let the PO know how difficult their job must be and that you
understand why some mail has slipped through the forwarding
system. Then explain that you don't want to involve postal
inspectors in pursuing the girlfriend/mother for their
violation and ask again for the PO's help in resolving the
problem with the least amount of trouble -- maybe a friendly
note from the PO to the girlfriend/mother apologizing for
the inconvenience the miss-delivered mail causes them and
asking that they not open any miss-delivered mail and leave
it marked "forward" in the mail box so it can be properly
forwarded.
