Somtimes your better off filing a police report. You paid for an item. Your neighbor highjacked it. If you can prove it, or on your word, let the police investigate. If you get nowhere, at least you have a police report. You can present that to the postal inspector. So he has somting to work with. Instead of a pissing contest that goes nowhere. Good luck!
