    Not sure where you live but even the despicable Nazi flag can be
    displayed in public.

    Several years ago the American Nazi Party got a permit for a
    parade in Skokie, Ill. which has a large Jewish population. The
    ACLU fought to get them a permit for their march. They marched
    down the street wearing arm bands and with Nazi flags unfurled.

    Burning crosses in public is probably not protected speech
    because of the overt threat it conveys unless it is done on
    private property in conformance with applicable fire codes and
    anti-outdoor burning restrictions.
