Post: tampering U. S. Mail

I live in boarding house/hotel. There are 11 units that have a community mail drop. I also have a dispute with my landlord whom does not reside at this residence. I am being evicted. Four weeks ago, my landlord instructed the delivery postman to deliver all mail to the hotels address to her business across the street. Now none of the tenants are getting any mail whatsoever. I have contacted the Postmasters office and the national complaint center but I am being told that it is a civil matter or domestic matter. Is this correct? Is there any other optionto go further than the expense of an attorney?
