    If someone places a rambling diatribe about a third party in
    someone's mail box, can they be prosecuted for mail
    tampering, as this is a breach of privacy? The only thing I
    can find is a potential fine of up to $5,000 for an
    individual for placing an item in a mail box without it
    having proper postage validated by the post office.
    Personally I think there are other, more important, issues
    like defamation of character here, which I think is civil,
    but they're trying to find something criminal in this. They
    did not remove or change any mail, just stuck the note inside.
