Post: mail tampering

Once in awhile, I mail my letters from my work address.Is it illegal for a coworker of mine to open my mail and remove the contents( a check payment and billing statement) and sent it out in a windowed envelope that had been opened with a letter opener without any postage? I got the letter back opened and marked return to sender.I didn't actually see my coworker open my letter, but she was doing the mail that day and I suspect that she has mailed my personal bills out without postage in the past as they have come back to my home address marked return to sender.I think she was trying teach me a lesson not to mail my letters from work anymore. I don't think that her motives are a good enough reason to open my personal mail and let it go out in the mail exposed for possible identity theft.I feel like my privacy has been invaded.
