Sure is illegal, she can be reading personal information or stealing money sent to you First file a complaint with the Postal Inspector, explain to him the situation, they will investigate more and than go from there and than if you want seek the advice of an Attorney, but the Postal Inspector will probably cover the rest and advice you on what to do, if they catch her opening your mail, she is in big trouble Good luck Sean
