Post: Privacy of medical documentations

Need help. Don't know what to do. This is in the state of Calif. I am a person with a learning disabilty at Claremont Graduate University. I was forced to hand over my private medical documentations over a person without a medical nor counseling degree. I was not given untimed testing, and after I was confronted by two deans to hand them over, I had to submit. My doctor sent them a letter listing her board certifications. Thought that that would be enough. It happened 4 years ago. I did not know of my privacy rights back then. After initial consultations, I was told that the statue of limitations are over. I think that it is two years. What are my options?
