I live in a condo and my neighbor upstairs has been harassing me for 4 years. I moved
out of my home for 2 years and have returned 2 months ago. He slams something on
my bedroom ceiling every hour on the hour (precisely) and sometimes does it every 10
minutes. I have never had any interest in him nor he in I. Whenever I call the police they
are very condescending and ask me if he has a gun. How would I know that and do I
care? He makes all the neighbors think he's normal but I believe he's very sick and do
not care why or how. I only know that I need assistance with this situation. Please help.
