Do you think the post office has the time to investigate this sort of horse crap? She's blowing smoke like she's probably been doing all her life. Tell your ungrateful scofflaw of a sister that henceforth and forevermore all mail addressed to her will be marked: Return to sender, moved, left no forwarding address. Then follow through. The next arrest warrant that comes through the pipe will surely get her attention and teach her to disrespect people when she gets jammed up.
