    Go straight to the City Department, to talk to any official
    at CODE ENFORCEMENT, they know all about Legal Codes for
    Residential and commercial areas and negligence from the
    owners, vacant or not, i.e. their negligence can cause a
    fire, because someone may decide to just trow a cigarrette
    since property looks abandoned and it's all borded up, which
    will put your house in great dangeour also

    The City cannot allowed this to happen anywhere, this is
    also very enticing to someone that wants to break the Law to
    commit a crime, such as: (but not limited to) rape, robbery,
    even murder just by pulling off one of the boards of wood
    and 'pulling anybody inside) the City needs to be on the
    property owners toes and make them clean the yard and even
    make it look like someone is living there, this should be
    your request
