I live in LA and the City Attorney prosecutes homeowners who don't
fix their properties. It's very effective because those homeowners
don't have the money or chances to fight back, so they sell the
property and that's how it gets rehabbed. Ask your lawyer to demand
that the City or County Attorney prosecute the homeowner.
