A squatter is : (a) one that settles on property without
right or title or payment of rent (b) one that settles on
public land under government regulation with the purpose of
acquiring title. (Webster)
A squatter is a person and squatting is an act.
Adverse Possession is a legal process whereby a squatter may
obtain legal title to the land he/she is squatting on.
Squatting is by its definition adverse or hostile possession
of the land of another. This is a basic requirement to obtain
title by adverse possession.
There also appears to be a historical usage tied to homestead
land. That usage is no longer common.
