Post: Presumption of Abandonment

In the downtown there is a building that has been vacated and empty for years. The Gas-and-Electric meters have been cut-off. and debris has been left for years. What creates a "presumption of abandonment"? I can confirm that the building has been abandoned and unused for 10+ years. Is presumption of abandonment effective against a public agency? The last titleholder was City Schools. I would like to turn the facility to a good use. Is there a precedent for possessing property against a public agency? *What about equitable estoppel? I don't know the law library well, or else I'd be better at looking up court cases + opinions.
