Post: property line encroachment

Does a property line run vertically to infinity? A
neighbor has obtained a building permit to build an
addition to the side of his house. The addition
cantalevers out from the foundation over out property
line. He has told me that as long as the foundation isn't
over the line he is within the law. Where would I find
the building code that defines the law for West Virginia?
